Probably not, and probably he doesnt has the money anyway.

in Cuba but I do know that there are a huge amount of free/libre
software tools that you can get without asking people on my list to
commit crimes for you.
I was thinking to propose the same, but if he didnt wants to even learn C++, surely the path of free software is too difficult for him to take.
