I have used Blender off and on for about 5 years. It does have a steep learning
curve but it also has decent online tutorials and user community support. It is
powerful (and always improving) and the price is right. Pay attention to the
export formats though because some do not support armature export. You just
have to be sure that you choose a format that is appropriate for you model.
I have never used Maya, sorry I can't offer any advice on that.
