Hi Richard,
There's a variety of programs available. If you're looking for something short
term then check out Autodesk for Maya and 3DS Max which you can download free
trial versions lasting 30 days.
For something to last longer try Milkshape 3D or Blender both of which are free
to download.
As for the format to export, a common export is ascii or obj which are both
easy for you to convert to and from.
