Just a couple of comments. First off, over the life of this list I
have seen many projects start, and very few finish.
The number one reason they finish is a strong team that is capable of
continuing no matter who drops out.
What usually happens to the failures is that they go off, create a
private mailing list, maybe set up a repository on sourceforge, or
somewhere else, and over time the members drop off because their lives
have changed. Even if the the leader stays around, he finds himself
with no one helping and no way to get people involved.
To keep the project going you need to have more than one "main" person
and you have to have access to new members. So, I'm going to suggest
that you keep discussions going on this list. It is OK, that's a
perfectly valid thing to do on the list (I'm list owner, so I get to
say...). If you keep it out here where there are hundreds of people
looking at the discussion and watching the development your
discussions might take longer, but you will have more people
contributing answers. Also, you will have a steady source of people
who might want to join in the development. OTOH, by all means set up
your own repository on sourceforge (or where ever).
Keep the activity out where people can see it, where you can develop a
community.
Remember that in a community you do not have to wait for one person,
you can do it yourself. So, if there is some hold up right now, just
start.
To answer Prateek's question, make the next move, announce it, and
then move on. If the "leader" doesn't lead, a new leader, or a
committee, or group consensus, or what ever... will take over. Most of
us live in various forms of democracies (hey, completely off topic,
but way to go India! Great election!) We know how to make group
decisions. But, sometimes, someone just has to get out there and do it
on their own until the others follow.
So, just get on with it. Keep the discussions out here in public. And,
good luck.
