Illegal characters in xml output

If text in the FTC contains characters that are illegal in XML, such
as a form feed (ascii code 12), getXml includes those characters. The
result is a malformed document that can't be read by setXml. I can
filter these characters out if the text is loaded from a file, but a
user can always paste them directly into the FTC.
