I cannot reproduce what you described. When you click to the right
of a paragraph it is supposed to move the insertion caret to the
end of the line the cursor lines up with. Using the up and down
arrows will move the caret to the relative character position in
the next line and this is by design.
What I have found is if you have an empty paragraph between
paragraphs with content and use the left and right arrow keys to
go to the empty paragraph, it skips the empty paragraph.
