I get round this by using wavelab. I bring up the sample and then just
resave at a bit rate fruity will handle. I know you are using a true 24-bit
sample but I found on quick hits this is almost impossible to hear the
difference.
Maybe not the answer you are looking for but it works for me.

Hi. I got some really nice drum samples today, but they are 24-bit. The
Fruity Loop help file makes it seem like I can use 24-bit audio, but that I
need to click on the 'resample' button to do so. When I load the sample,
this option becomes unselectable and it does not playback. Any thoughts?
