[foxboro] windows I/A programming

for the lack of a header, the program was lost... :P

What was the rationale behind not releasing the header files for the
windows DLLs? there used to be programming classes taught by foxbroro
on how to use the UNIX libraries for interfacing with the I/A system,
but these were not carried forward into the windows world either. this
makes me sad.
