List, Alex' "mistake" with the location of the log file reminded me of the most common cause for foxmonitor start-up problems: One or more copies of S99FOXBORO in the /etc/rc2.d directory bearing names like S99FOXBORO.org S99FOXBORO.mod etc. etc. Having one or more of such files in there is guaranteed to cause S99FOXBORO to never end.
