OK, I confess, its late and I've been working too many hours.  Turns  out my 
FBK was connected to valvename.CALCO instead of valvename.BCALCO.   Weird 
thing is there was no cyan on either block, which was slow to clear  previously 
because the PIDA and AOUT blocks are unavoidably in different  CP's.
 
If you ever need a controller with a built-in offset...
