I feel your pain!
When I set up an AW51E I had the same problem. I edited my S99FOXBORO
file to link rst9 to rst28 instead of 29 to get it to work. I later found a
better way of dealing with this but never implemented it.

We recently upgraded our AW51B to an AW51E. I went to do a tape backup and
following the procedure that we have been using for years, got to the step
that checks for rst9 in the /dev directory. It wasn't there so I did a boot
-r. When the box came back up I checked the /dev directory to see if the
device file was there and it still wasn't there.
Checked my FoxDoc CD and noticed that on both D & E boxes that there were 4
devices listed for tape backups: rst0, rst9, rst29, and rst36. The only
one that was in my directory was rst36. Tried running
/usr/local/add_periphs script and it still didn't add rst9.
Tried running mt -f /dev/rstX status on all of the rst entries in the /dev
directory and about half of them returned a response saying that they
reconized a 4mm tape including rst36. Is there something about the E box
that it won't create rst9 or am I going to have to hack the dmp0_8MM script
to use a different rst device.
