I have already use fox_apps to do the boot, dont know why it wont start
if the taskbar is not available.

You can also use the env files an entry to run from the menu pick or
pick from the right click dropdown. This is how I start remote desktop
from my environment with a simple right click of the mouse(on an empty
display area) and access the main server without ever starting up
explorer or having the taskbar available. This line is in
/opt/fox/env/disp.mnu COMMAND -label "RemoteDesktop" -cmd "run
$windir\system32\mstsc.exe"

fox_apps.  If the Operator needs to start it; use a graphic to start the
program.  If the engineer starts it, let him use the explorer to start
it.
