Thanks to all who replied. Very good info once you read the book Kathy. My
fix was to add a line to the am_cmds file like "amcmd protect 3,4,5". This
protected the access levels I wanted to protect in the environment the TSCal is
in. By the way the TSCal is set up to a specific host per SCREEN Variable and
it automatically changes into the environment for that host. I do not let the
operators have the ability to change out of that environment. That is ...it's
just not a pickable item for them. Therefore adding any lines to the .acl
files didn't help me because the AM was always started after the DM changed
into its environment. However from what I understood adding the "chngenv $ENV"
as the last line in the am_cmds file should have taken care of that. However
it didn't.....Weird Problem for sure but I can live with the way it's working
now. More studying is needed on my part I suppose.

What also can be done.
Since the alarm manager doesn't startup at boot time, I add amcmd protect
value xxx at the end of the am_cmds file.
in the corresponding env file (Operator.acl for example) I add
dmcmd run /usr/local/pref -$DMTOAM amcmd "setacl 100 ----" or
dmcmd run /usr/local/pref -$DMTOAM amcmd "setacl 100 ++++"
