Using the EVENT block in the CP, the answer is 1ms, but...

The 1ms applies only to the FBMs under the same CP are coordinated to
1ms. There may be considerable drift between FBMs under different CPs so
a system-wide SOE is not possible at this time.


Under V8 with a GPS and associated time-synchronization network, a
system-wide SOE is possible with a different mechanism. This approach
has limitations of its own (of course), but it does allow system-wide
SOE at 1ms.
