Check out the ACCUM Block.

Link the .MEAS to your running contact (where 1 is running, 0 is stopped)

Set MTRFAC to 0.0166666667 and PCNTOP to 2
Set INITCL to 0 
The CLEAR input allows you to clear the counter, set allows a preset value
to be set and hold allows you to stop the counter even if .MEAS is 1.
