See if that helps:

Using GPEDIT.MSC (Windows Police Editor): 

Local Computer Policy -> Computer Configuration -> Administrative Templates
-> Windows Components -> Terminal Services -> Sessions
Enable 'Sets a time limit for active but idle Terminal Services sessions'
and choose your limit

I never test this, but it should work.
