WP-70 is up and running again. Thanks to all who replied.
The key was the serial cabling. The one blink tip was invaluable! I
owe Sven a beer.

No we didn't have to work hard at all to mess that one up.
As it turns out, someone helpfully marked the cables COMM1 and COMM2
for the GCIO and DNBX, unfortunately they were marked backwards. We
would have figured everything out a lot sooner ( I hope) , but the
computer is in one room, the Keyboard Screens and Annunciator are in
another, and the DNBX is half a plant away. And we believed the
cable labels. Once again mislabeled cables are worse than unlabeled cables.
