The only other thing that I would expect to cause this problem is a =
shortage
of resources in the CP or the AW/AP.

on the AW/AP to see if anything is near a limit. I don't expect that to =
be
the case.
Most likely, the CP is out of resources. What type of CP is it? How =
heavily
is it loaded (idle time and free RAM from Select display.
