Ken,
        I am assuming you were referring to looking in the Operator Action
Journal to see if tuning changes were initiated from workstations.  This
works good if you have all workstations sending to the OAJ but misses the
fact that tuning changes can be made in the Control Configurator or from
setpars commands or adaptive tuning changes.  As Alex mentions, getpars
could work, but can create loading problems.  
        I like Duc's solution best because it is acting on the workfile
instead of taxing the CP's! But, you need to be sure to initiate an upload
on all of the CP's before running his script and I am not sure what
mechanism Foxboro uses to sync the workfile with what is in the CP memory.
If it uses getpars, an upload would be quite a load on the CP.  I know it
takes a long time to do an upload on the CP-60's.  Often 10 to 15 minutes
per CP-60!  What about it Alex?  How are the uploads accomplished?
