Look at the Control Blocks Descriptions books.  For each block, a table
is shown listing PARAMETERS.  It has an ACCESSABILITY column, which lists
for each parameter if it can be connected to, and if it can be 'set'. Both
must be true if PI is to write to the value.

Given what I understand from my limited PI work, I'd expect it would work.
Is there perhaps a range problem?

Right.  It won't work.  Not connectable, not settable.
