Brian,
You can use Tom's solution, however instead of relying on periods, you can
have your boolean output be driven by:

OSP M02 ; where M02 = -1 (negative one = single one shot pulse)
DOFF M03 ; this is your timeout period after which you assume that if the
number hasn't changed, then your counter must not be counting.

Note of caution: do not put the OSP inside a conditional branch statement.
