Looks like the IPC task name has already been registered.  Try running sipc to 
see if you currently have a process registered with something like 
ICCAPI[CPNAME]
cd /opt/fox/bin/tools
sipc
list dt
 
If your CP is in the list somewhere something else has not released the IPC 
name.  I think the control configurator uses a different IPC name from my 
memory(MTBF=10 minutes), which is why you can use the control configurator.
 
If this is your problem the news is I do not know how to fix it other than a 
reboot, but it is windows!  You might be able to trace the pid of the ipc name. 
 type dt ICCAPI[CPNAME] in the sipc window and it gives you information about 
the process.  The PID might be HEX from that same dodgy memory.

That's not really a help for you but it may motivate you to get it done.
