OK Tom,
I did this on an FCP270 at version 8.3, and I have successfully used 
iccdrvr.tsk to modify & add many blocks.

So Let's try this.  Open an ICC session with the standard ICC on that CP.
Now try this

D:\opt\fox\ciocfg\api>sh
$ cd /opt/fox/ciocfg/api
$ iccdrvr.tsk
OPEN 60CP03 ALL DRJ
ECHO     1 OPEN 60CP03 ALL DRJ
FAIL     1 OPEN 60CP03!: Thu Dec 20 13:52:26 2007 -14 ICCopen error: 
class= 20 e
rror= 103 text= Already locked
CLOSE
FLSH     2 CLOSE
EXIT
ECHO     3 EXIT
DONE     3 EXIT 60CP03!: Thu Dec 20 13:53:24 2007

Was it locked?  It should have been
Now close the icc session and try again.

$ iccdrvr.tsk
OPEN 60CP03 ALL DRJ
ECHO     1 OPEN 60CP03 ALL DRJ
DONE     1 OPEN 60CP03!: Thu Dec 20 13:53:46 2007
CLOSE
ECHO     2 CLOSE
DONE     2 CLOSE 60CP03!: Thu Dec 20 13:53:50 2007
EXIT
ECHO     3 EXIT

That's about as simple as we can get without doing anything.  Let me 
know the results and we will proceed.
