I can't solve your problem, but I noted one thing in your iccdrvr script
that can be fixed:

ADD   =3D FLA_D1133

Should be just:

ADD FLA_D1133

And the same for all subsequent block names.

I am trying to use iccdrvr.tsk to load FCP002 on a training system.

I am able to enter and exit FCP002 using the ICC graphical interface.

I have been sure not to be in ICC for FCP002 when trying to run
iccdrvr.tsk

From the Korn Shell,
(at least I think I am in KORN shell, How do I verify?),
I issue the following command on the command line:

$ iccdrvr.tsk -i 2FFP02.txt

2FFP02.txt is being used as my input file and the first few lines look
like this:

OPEN FCP002 ALL TJV
ADD   =3D FLA_D1133
  TYPE   =3D COMPND
  DESCRP =3D IA COMPOUND

The following error is echoed to the screen:

ECHO     1 OPEN FCP002 ALL TJV
FAIL     1 OPEN FCP002!: Thu Dec 20 08:07:38 2007 -14 ICCopen error:
class=3D 1 error=3D -1000 text=3D icConnectCp: error on cs_reg_exit
FLSH     2 ADD   =3D FLA_D1133
FLSH     3   TYPE   =3D COMPND
FLSH     4   DESCRP =3D IA COMPOUND

So the problem appears to be that iccdrvr.tsk is unable to open FCP002
but I don't know why.  Any ideas or suggestions?
