For the simple reason that we are putting them in old MIWs and do not have
the room to drop Rittal cabinets in there. Otherwise I'd do, and have
done, something similar to what you describe. [Though getting a
"pressurized" cabinet setup -- fan with filter blowing _into_ the cabinet,
rather than sucking out from the top -- is always a custom. I don't know
why the vendors have not figured this out and offer it as a standard
option.]
