You are looking for:
Integrated Control Configurator Application Programming Interface  (ICCAPI).

It is a scripting language that allows one to easily build and modify blocks 
without using the ICC.

As an alternative, you may be able to use FoxCAE, but it isn't part of the 
standard system, and it'll cost you some bucks (some users may even claim that 
it may cost you time too).
