I deposited a script to do something like this on Cassandra some time ago (it's clled "kill_idle_dm" or something). I haven't tried it on Windows, but it is a ksh script and uses standard I/A tools (pref,...) to do its job. Of course, cows deposit chips in the pasture, too, so your mileage may vary.
