David,
        A cheap and dirty solution for alarm horns is automotive back-up
alarms.
They are available in 12 or 24 volts DC, are tough, and are real
attention-getters, even in noisy areas. We have several in use and the only
problem is the volume (LOUD!). The towel idea (secured with duct tape) is an
effective muffler.
