Joe,

In addition to Scott's comments, I might add that of all the major DCS 
manufacturers, only Siemens makes their documentation freely available on their 
web site. Expertise has a cost.

It's fairly simple and this is one mans thoughts,
The best way for Invensys to maintain an up to date set of documentation is to 
keep it in the hands of the users through initial
purchase and supplemented by a repository such as support.ips.com. 35+ years of 
product documentation is not easily kept up 
 with at most customer sites. 
 
 All this attention to detail is not without cost.
