I've written a tool for my own use that uses generates html files from an I/A 
control database for viewing in a web browser.  Links between blocks are turned 
into hyperlinks.  Blocks are cross referenced.  

This tool presents a number of views of your plant data:
By compound
By block
By block type
By I/O module (blocks connected directly to I/O)
Historian view
Operator graphics (hyperlinked to blocks)
Historian (hyperlinked to blocks)
Cross reference
Orphans (links to non-existant blocks from historian, graphics or function 
blocks)

I've just started writing the code to include sequence block HLBL and PLB 
ladder, so this tool may not be too helpful for you (your first post noted that 
you wanted to cross reference HLBL references).  Other features coming when I 
get time are graphical loop views of the function blocks and (maybe) live 
values via OPC.  Also, the historian and graphics portions only work with 
legacy historian and display manager, AIM* and FoxView versions as time permits.

The graphics presentation and cross referencing is quite dependent on 
programming style, ie. it is easy to pull out full C:B.P connections, it is 
less easy to pull out B.P connections where compound is set by the group.  It 
is quite complicated to pull out connections where compound and block are 
passed to an overlay as P variables.

A very early version of this control database browser (with just compound and 
block views, no xref) is on my web site:

follow the "IA View" link under "What's New".  At the moment this sample is 
hosted by Trident, their popups are really annoying, but I haven't had time to 
move the files to a better host.

If you'd like an example of how the full data browser works now, send me some 
of your data files and I'll email you back the browsable data view for you to 
see if this is something you want to use.  To try this, email me iccprt output 
files from your control stations (or some of them) and I'll email you back the 
html files.
