I ran into this myself and finally interpreted it this way:
Installing this Device Monitor QF places an incompatible Device Monitor in a
running state with all the other Device Monitors (one on each station). The
combination of new and old Device Monitors prevent a graceful transfer of
Device Monitor Mastership and if it transfers from the 'old' to the 'new', this
can and probably will cause a loss of all audible alarms throughout your plant.
To accomplish the "at one time" requirement, you must stop the Device Monitor
on ALL stations prior to installing this QF. Then you can install this QF on
ONE station and it will become the Device Monitor Master on boot (make sure
"cs_devmon" is running). Then you can install this QF on ALL of the other
stations at your liesure.
There may be more graceful ways to accomplish this but I temporarily modified
the /usr/fox/bin/fox_apps.dat file and removed the "ADM" to prevent the Device
Monitor from starting up on boot and then killed the task "cs_devmon" on every
station. Preventing the start up on boot is a good idea especially if you have
a lot of stations to do (I had to deal with about 96).
I then installed the QF on one station at v6.3, restarted it, and made sure it
was the current Device Monitor Master. Since the Device Monitor wasn't running
for a while anywhere, be sure to do "dm_recon" on that station. Finally, the
QF was installed over a period of time on all the other stations.
Whoever wrote that QF text obviously never tried to do this in the field.

I was scrolling through the text file that came along with QF991068B, when
I came across the following line under the heading user notes. Could some
one please clarify what exactly the words "at one time" imply out here.
Extract from QF Notes:
This QF must be installed on all hosts supporting Device Monitor on the
network at one time.
