Re: [foxboro] CP60 and FBM legacy

As a general rule of thumb we've been using a pair of DCMs for each 25-30 FBMs.
 More FBMs than that seems to cause significant I/O loading.  Loading varies
depending on the type of FBM.  Digital FBMs running ladder logic seem to cause
higher I/O loading than those running cin/cout.  Intelligent transmitter FBMs
caused such high loading during one upgrade that we replaced them with 4-20
transmitters and FBMs.

We've used the CP60 sizing spreadsheet but have found it too conservative to be
useful - real world loadings have been nowhere near what the spreadsheet
predicts so far.  It needs to be more accurate to be a useful tool.

One other note -- if you're using DCMs with 1x8 racks, bear in mind the PDUs
only provide power on two of their 4 plugs.  All four plugs are powered when
used with IE32 or IE16s.
