You might consider FoxPage. It's pretty comprehensive (pagers, e-mail,
voice, etc.) thanks to the embedded PageMate application. 

If you want to "roll your own", you could use its subset - Event Driven
Scripts - which does not include PageMate.

BuyAutomation.com and enter "FoxPage" in the search box to see the list
price and get the PSS.
