No I'm not using this, I ran into some problems with syntax....I chose the
easy way and downloaded blat.exe from www.blat.net
I use it to mail the smon_log file to my mailbox each weekday via
scheduler. Works fine and is easy to use. Our IT guys have been using it on
our servers for years now
but then again I did not have any problem to telnet via port 25to the
smtpserver so it might not work for you.

1. Yes, when your SMTP server is not running or is firewalled, i.e., port
23 (default for telnet) is being listened on by the remote host but port
25 (smtp) is not.
2. No, thankfully I only have one Windows box.
