Your NVRAM might needs to be replaced. The problem is not the chip itself,
but the on-board battery fails and you lose the saved configuration.

I had a similar problem on my AW51B box when the NVRAM had failed.  Check
the diag-switch? setting from the ok prompt using the following command:
printenv 

The last entry on ours is the diag-switch? and if it is set to true you
will get this.  The default is false.  If this is your case you can set it
back to false by the following:
setenv diag-switch? false  <Enter>.  Then reboot and see if this clears the
problem with the ARP/RARP messages.

Don't know is this is your problem, but it is something to check.
