[foxboro] What constitutes a "tag" in the "per tag" licences?

Dear all,

A quick one. What constitutes a "tag" in the count to determine the size
of a station licence? Is it the first IO block that connects to the real
world? Or is it each CIN block that is used to unpack a packed Boolean
from a PLC? Does each bit that is used in that packed Boolean a new tag?
Where can I see the rules? 

I'm preparing for a system upgrade from stations that had no limit to
the new style "pay-per-tag" devices and can't seem to get a clear
answer.
