[foxboro] System Monitor Alarms on Reboot

One thing that has irritated a lot of IA users is the automatic print
out of all System Monitor messages

for each station with their FBM's after a reboot of the System Monitor
host or a restart of the smon_ech

program.  Has anyone on the list worked out a method to inhibit those
irritating messages yet maintain

the printing of all critical messages when there is actually a real
alarm due to a failure?
