[foxboro] Opening a set in Windows MESH 8.3 aimapi

Does anyone have the proper technique for opening a Windows AIM aimapi
data set given the set is defined in a .dat file?
I know the UNIX AIM aimapi data set was opened using sxopen
datasetname.dat, but there is no sxopen.exe in /opt/aim/bin on the
Windows box.
I can open this set using foxapi on this Windows 8.3 MESH box, but need
to use aimapi instead.
