[foxboro] Logic Question

No prizes involved, just the admiration of those that watch the list!  Were
looking for a clever way (and fewest steps) to use a CALC block to convert
an Integer that counts from 0 to 1000 to a Boolean value that is TRUE when
counting and FALSE when it's not counting.
