[foxboro] Latest on the case of the disapearing alarm managers

My boos, and I found ourselves in the control room in question this mrning.
We closed the CAD with the X on the Revlection's window ammanger, and
clicking on the ALARM pick would not restart the CAD, even though I had
done this a dozen or more times before in testing.

However, looking upon this as an oortunity, I did a ps for am tasks, and
found only one running (the -boot one). So, I ran am with the correct
options (-tyep CAD -alias AMA400) from the vt100 window. It poped up and
worked corectly. The reason we closed it BTW was that it had "old" alarms
in it, not the current ones.

Diging around a bit to try to understand the difference between the ALARM
pick and what I di it appears that the pick runs "dmcmd rcntalms". Is this
a dmcmd bult in? If so what does it do? I can't seem to find a dmcmd script
by this name.
