[foxboro] FOX API & 6.4-6.5 upgrade

Again on IA 6.4 and 6.5 upgrade
i found a problem with FoxAPI installation
After IA installation and upgrade to 6.5 i found a problem with the 
libhist.so (or something like -- my memory is no good)
The version reported in docs is 4.2.6
After installing 4.2.7 version with the Qfix 1004082 the situation is 
resolved 

For those which in the future will install........
