[foxboro] DST

Now for the difficult question / observation

My historian is on the node side and I have historised STATION.HOUR and
STATION.MINUTE in a working system the historical values of HOUR and
MINUTE should always equal the trend cursor position
When I do a DST run on my spare the UNIX/NODE side are always correct
but the windows/mesh side the trend cursor time stamp is an hour older
than it should be.

Eg an event happens at 0150 then DST comes in at 0200 jumping forward to
0300 when you review history on the mesh side the time stamp for the
event is 0050 on the node side the event is correctly stamped at 0150

Node side GMT mesh side UTC TZ set to +12 in windows and in the aim
collectors which are local on the node side.
At DST I stop the collectors set the DST flags and restart the
collectors

This may be an observation or a "feature" but Foxboro have published
pages of documentation suggesting it can work

I am interested in knowing if moving the historian to the mesh side will
improve the situation but I cant have the reverse of the above as most
of my WP's are currently node/unix
