[foxboro] AW will not boot ZCP or ATS. Any ideas?

Here's a synopsis of a problem I'm having.
Any ideas would be appreciated.

SYSTEM:=20
* Mesh Version 8.2

SYSTEM COMPONENTS:=20
* 36CP01 (ZCP270) (connected to edge sw)
* 01AT23 (ATS in LI mode) (connected to edge sw)
* 30AW02 (Dell PW-340 P-92 Host for ZCP and ATS) =A0(connected to root =
sw)
* Enterasys N-3 Switches DFE Gold blades (one set for root and one set =
for edge)

PROBLEM DESCRIPTION:
The system has worked fine for many months. Recently, some maintenance =
work was done to the AW host. After this maintenance, the host has been =
able to perform all manner of ICC functions for its hosted ZCPs, such as =
checkpoint, upload, saveall, etc. However, it appears to have lost its =
ability to perform a reboot for hosted stations.=20

Subsequently, the CP letterbug was changed to NOSUCH, and NVRAM was =
cleared. Next, the CP letterbug was set back to 36CP01. The CP appears =
to send out broadcasts, but no response is received back from the host.

Further testing showed that if one asks the ATS to reboot both primary =
and shadow at the same time, the sysmon_log shows:

The AW does not appear to be responding to requests for STA36CP01.BIN or =
STA01AT23.BIN.

Moreover, if you set the ATS letterbug to NOSUCH, and NVRAM is cleared, =
then set it back to the previous letterbug of 01AT23... The ATS appears =
to send out broadcasts, but no response is received back from the host.

WHAT'S BEEN DONE SO FAR:
* Verified that ENABLE DOWNLOAD and ENABLE ALL REPORTS are selected for =
the CP.
* Verified that the host will not boot another module besides the ZCP =
(an ATS).
* Verified the host continues to perform ICC functions for other hosted =
ZCPs.
* Verified that sldb file shows the AW as the ZCP host.
* Used ds_stasict to verify that the ZCP was in the hosts table.
* Verified that /usr/fox/sp/locks/f36CP01 exists. Never saw =
/usr/fox/sp/locks/f36CP01- created.
* Used Wireshark to verify that an Ethernet packet was being broadcast =
with destination FF:FF:FF:FF from the source MAC address of 36CP01. This =
packet was showing up on the wire to the AW host.
* Verified lsap_dsp and romload_svr processes are running on host. =
Should mles be running? Did not kill and restart, but did reboot AW host =
with no change.=20
* Verified the STA36CP01.BIN and STA01AT23.BIN files exist and had =
correct configuration information using stabin_tool.exe.

REQUEST:
* Any ideas anyone has to further troubleshoot this problem is =
appreciated.
* I used the Troubleshooting Guide off the CSC website for CPs. Anyone =
got a guide for ZCPs?
