[foxboro] ACCUM Block

Thanks to the group for the info on my ACCUM block reset question.  Adding
the CP_STA:STATION.MINUTE.~X0000 to the CLEAR param was a simple solution
for us, plus I actually learned a few things yesterday.  I didn't know that
there were extension "logic" options.  (Francisco was kind enough to forward
me a few pages from chapter 6 in B0193AW describing the available extension
options.)   I had also made that bad assumption that as long as the CLEAR
was TRUE the block didn't accumulate.
