update to scoring spreadsheet

Dear members of the fluidproperties email list,

The scoring spreadsheet for the 4th Industrial Fluid Properties
Simulation Challenge has been updated:

Updates include:

1) an error in the scoring formula has been corrected
2) the % experimental uncertainties have been updated from the
placeholders to the actual values from the benchmark report
3) the % maximum deviation thresholds for scoring points have been
updated from the placeholders to values that attempt to represent the
threshold above which a prediction would have little practical use in
an industrial setting (and therefore score zero points in the contest)

In the contest announcement we promised to make these updates
available before the entry due date (September 30), but we had
intended to make them available sooner than now.  However, we forgot
until we were reminded by a potential entrant last week (thanks for
the reminder!) and regret not publishing this info sooner (since we
realize that it could affect an entrant's strategy in preparing the
entry).

Also, the spreadsheet will be updated again after September 30 to
include the benchmark values.
