Piu' che altro, per Win non esistono firewall gratuiti che siano anche seri.

C'e' scritto abbastanza chiaramente: devi evitare che venga mandata una
risposta. Il che, tradotto in regola, suona:

ipchains -A input -i YOUR_INTERFACE -p PROTOCOL -d PORT -j DENY

usi il target DENY, che scarta il pacchetto senza notificare il mittente.

dd e' a piu' basso livello del filesystem, pertanto FAT32 o altro non fa
differenza.
