So the administrator would have to go to each user's Outlook and ask them
to share their calendar with him?

Which leads to another question:  where does the calendar data actually
reside?  On the Exchange server, or in each user's Outlook?  From your
answer, it sounds like the Calendar data actually resides in each user's
Outlook.
