Unless you are using SBS with its built in POP3 connector then I would
say no, a third party solution is necessary.
You can obtain some good ideas for POP3 Connectors on the
Exchangeserver.org website, under software.  Check them out.

I am very new to win2000 and exchange server 2000.......... forgive my
ignorance but can I use exchange 2000 to pick up my mail from my isp as
