A simple way to send mail to all. 

Go to AD users and computers. 

Create a new group

For Group Type click on Distribution 

then on the left side under Group Scope pick Universal

Name if something like Everyone or all users or email

Take that group IE: everyone and add all users to that group. 

Go to properties and click on Exchange General, below you will see
Message restrictions. Click on the Only From: and add members to that
list. That means only those people can send email to everyone. 

Next what you would want to do is hide the list from the Global Address
list. First make sure you have advance view on (under View tab click on
advance). Click on the Exchange Advance tab on top (still in the
properties view). You will see a Box for "hide group from exchange
address list.

Now you can send email to Everybody@xxxxxxxxxxxxxxxxxx and everyone in
your Active Directory will receive the email. Hiding it from the list
will prevent users sending email about their junk car they want to sell.
