Is there any open source tool to screen the spam mails at Exchange Server
before distribution to users and deliver them to another account may be
called spam account for administrative purpose.

SpamBayes, as a client-side tool, works very well.  Bayesian, Open-source,
etc.  I've used it in OL 2002, and currently use it in OL 2003.  It
integrates with Outlook's Junk E-mail folder, also creating a Junk Suspects
folder.  Adds a couple buttons to the toolbar, in your Inbox 'Delete as
Spam', same in Junk Suspects and also 'Recover...'
